Potty Train Dog

I have two pets. One is a Rottweiler and Peek-a-poo mix and he is potty trained. My other dog is a Toy Italian Greyhound. The Italian Greyhound is not potty trained and here are the things we have tried. We have put him in a kennel and he pees and poops in the kennel then dances it and flings poop all over the place. We have tried using litter and a litter box and put his poop in the litter box. He will take his poop out of the litter box and place it on the floor next to the litter box. Now I have him in a back room that has a tile floor and leave him locked back there while I am at work. He pees and poops back there and frankly I am sick of cleaning up after him. We take him outside to go potty and he will play around and then come in and potty in the house. We have tried the good ways to teach him it is wrong unsure when he pottys in the house and the bad ways to teach him that is wrong. Nothing in working and my other dog is beginning to think it is okay to potty in the house. Any suggestions would be appreciated.
